More prisoners were sent back to jail in England and Wales between April and June than were released, Ministry of Justice figures show. Some 12,338 people were recalled for breaching licence conditions, while 12,278 were freed. Recalls hit 52,716 in the year to June, up 27%, despite early release schemes to ease overcrowding. High recall numbers are a key driver of the jail capacity crisis.
