Why do countries use tariffs?

Countries use tariffs for several reasons. Sometimes it's to protect their own industries from cheaper foreign competition, making local products more attractive. Other times, they're used as a political tool, like in this story, to pressure another country over specific issues, such as labour practices. They can also generate revenue for the imposing government.
