Why are droughts followed by floods?

It might seem odd, but long dry spells, or droughts, can actually make an area more vulnerable to flooding when heavy rain eventually arrives. Dry, hard ground struggles to absorb water quickly, leading to more surface runoff. This means that even moderate rainfall can cause significant flooding, as Birmingham experienced after weeks of drought.
