How do rules change?

Football rules are set by the International Football Association Board (IFAB), which has representatives from the English, Scottish, Welsh, and Northern Irish FAs, plus FIFA. They meet annually to discuss and approve changes, often after trials or feedback from leagues and officials, ensuring the game evolves fairly.
