What did ministers not tell voters about Monklands?

A warning from NHS Scotland Assure against starting Monklands hospital construction reached ministers in March, two months before May's Holyrood election, but stayed secret. Health Secretary Angela Constance rejected the £2bn business case in June as poor value and ordered a redesign. Conservative MSP Meghan Gallacher said this proves ministers hid problems from voters; the government says it remains committed to a new hospital.
