What could let embassy safety rules go unenforced?

Diplomatic immunity could shield fire safety flaws at China's London embassy, Royal Mint Court residents told a High Court challenge two judges dismissed Friday. The roughly 100 affected households said it could enforce 'draconian' Chinese laws, target dissidents and endanger the nearby City financial district.
