South Korea proposes talks to formally end 1953 war with North

South Korean President Lee Jae Myung has suggested discussions to formally end the conflict that has been technically active since 1953. He proposed a "multi-layered security system" to prevent border flare-ups and offered to discuss ways to halt North Korea's nuclear ambitions. North Korea has not yet responded to the offer, having previously rejected Lee's engagement attempts.
