Newport Beach Declares Emergency Over Storm Flooding

Newport Beach declared a local emergency after Tropical Storm Rachel's swells and an unusually high tide flooded about 15 to 20 blocks of the Balboa Peninsula. Vehicles were stranded and homes and businesses were damaged as crews rebuilt sand berms. Officials said Friday's tide ran about 20 inches above forecast. A coastal flooding advisory covers southern California through Tuesday, with Sunday as the biggest risk.
