Mayors to keep share of income tax from 2028 under new plans

Prime Minister Andy Burnham announced English regional mayors will keep a portion of income tax generated in their areas starting in 2028. Mayors will also retain business rates from April 2027, replacing existing grants. Combined authorities can borrow against projected income for major projects, giving local leaders more power and resources.
