Mayors to get income tax share from April 2028 under Burnham plan

Prime Minister Andy Burnham is giving city region mayors a portion of income tax and some business rates to boost local control. Mayors of strategic authorities will gain greater power over housing, transport, and skills. These reforms aim to replace central government grants, with income tax revenue starting in April 2028 and business rates from April 2027.
