Hillingdon council in west London is removing 700 dog waste bins to save around £100,000 a year in waste collection costs. The cash-strapped borough wants owners to use ordinary litter bins instead, but residents fear bagged mess will be dumped across streets, parks and woods. Locals say general bins already overflow and attract foxes. Councils in Cornwall, Kent and North Somerset have faced similar anger.
