Labour group proposes 50mph car limits and second home tax

A Labour pressure group, Compass, has proposed 100 policies for Andy Burnham's first 100 days as prime minister. These include mandatory 50mph speed inhibitors for petrol and diesel cars, and a 100% tax on second homes to fund state-owned affordable housing. Other ideas include a 2% wealth tax on every £1m.
