European Union invites Canada to become first ever ‘associate member’

Ursula von der Leyen, the European Commission president, put forward the unprecedented offer on Wednesday. Canadian Prime Minister Mark Carney had requested a "unique alliance" with the EU to reduce Canada's reliance on US trade. A summit will be convened in late October to advance the idea, which could encompass a tech alliance.
