England launches plan to stop drownings after 35 deaths this summer
England's national strategy aims to "eradicate the scourge of drowning" after a surge in water-related tragedies, including two women dying at an Essex beach on Thursday. Professor Mike Tipton, who chairs Water Safety England, stated that drowning constitutes a "public health disaster" and is responsible for more fatalities than fire, flooding, or knife crime.
