Burnham's Fiscal Headroom Shrinks To £8bn, Think Tank Says

The Resolution Foundation says PM Andy Burnham's fiscal headroom has fallen to £8bn from £23.6bn since March, with pledges costing over £2bn by 2029/30. These include an £850m VAT cut on electricity, a £2 bus fare cap, and a £100m pubs rates cut. Resolution Foundation chief Ruth Curtice said the funding plans lack clarity, while Tory leader Kemi Badenoch branded them unfunded.
