Burnham won't rule out tax rises for social care reform

Andy Burnham, the prime minister, has not ruled out tax increases to fund social care reform, though he believes it is possible to make better use of current resources initially. He stated that "difficult decisions" will be needed for a full reform of the system. Kemi Badenoch had challenged Burnham to rule out tax rises or increased borrowing for the system's overhaul.
