Goddard, who was abused by multiple men, made a legal claim against West Yorkshire Police and Bradford Council. Nine men were jailed in 2019 for sexual offenses against her. A safeguarding review indicated that concerns raised by her mother in 2008 about child sexual exploitation were not acted upon.
