Andy Burnham says regional devolution pushes UK toward written constitution

Andy Burnham said his decentralisation programme strengthens the argument for a codified constitution for the UK. Under plans announced on Friday, regional mayors across England will keep a share of income tax by early 2028. Queen Mary University of London politics professor Tim Bale observed that this kind of paper represented a massive break with tradition for the country.
