The prime minister took office in July and wants to fix social care and stop people sleeping rough across Britain. Finance minister John Healey will deliver his budget on 28 October without breaking a pledge to protect working people from tax rises. Ministers also need to plug a £4.7 billion hole in defence spending while managing severe prison overcrowding.
