Why do airlines say 'still turn up'?

Airlines often advise passengers to stick to their original departure times, even with severe delays, because they are trying to manage a complex situation. They might be hoping to get planes out as soon as possible if a slot opens up, or they need to process passengers for later flights. It also prevents overcrowding in the terminal if everyone turns up at once.
