Who regulates commercial expeditions?

Commercial expeditions are largely overseen by local ministries of tourism, such as Pakistan's Alpine Club and Department of Tourism. These bodies issue climbing permits, enforce safety rules, and require liaison officers. However, enforcement in remote, high altitude regions like Broad Peak remains notoriously difficult, leaving much of the operational safety down to the guiding companies themselves.
