Explained in plain English
Who pays for train upgrades?
The £20 million cost for this project, like most major rail infrastructure upgrades in the UK, is primarily funded by Network Rail. Network Rail is a 'not for dividend' public sector body that owns and operates most of the railway infrastructure in England, Scotland, and Wales. Its funding largely comes from government grants and track access charges paid by train operating companies.
