Who makes sea laws?

International sea laws are mainly set by the United Nations Convention on the Law of the Sea (UNCLOS). This treaty, signed by many countries including the UK and Russia, defines things like international waters and how nations can use the sea. It's why the Russian warship was allowed to conduct its drill in that area, as long as it followed safety protocols.
