Who governs football rules?
FIFA, football's international governing body, sets the rules for competitions like the World Cup. They also have the power to discipline players and teams for rule breaches, as seen with Leandro Paredes's ban. This ensures fair play and maintains order across global football, from local leagues to major tournaments.
