Who calls a byelection?
When a mayor or MP steps down, or sadly passes away, their position becomes vacant. The relevant electoral officer then officially declares the vacancy, triggering a byelection. In this Greater Manchester case, Andy Burnham's move to Prime Minister created the need for a new mayoral vote, which Bev Craig hopes to win.
