What is a Council of State?

A Council of State is a formal meeting where the monarch consults with government ministers. It's a key part of how constitutional monarchies operate, allowing the king or queen to stay informed and approve decisions, even if they don't hold direct political power. King Haakon VIII's first act is to convene one.
