What impact does heavy rain have?

Heavy rain, even just 4mm an hour, can quickly lead to surface water flooding, especially in urban areas where drains might struggle. It can make driving hazardous due to reduced visibility and slippery roads, and may cause delays to outdoor events. Persistent heavy rain can also saturate the ground, increasing the risk of river flooding later on.
