What are flares for?

Flares are usually a distress signal, but military ships also use them to warn off other vessels or aircraft that are getting too close. Firing them at a Danish helicopter, as happened in the Baltic, is a serious escalation, suggesting the Russian frigate felt threatened or wanted to assert its presence in the area.
