What are council licences?

A licence is a formal permission granted by a local authority to carry out certain activities. In this case, councils are requiring licences for groups and individuals who want to run exercise classes or community gatherings in public parks and beaches. These aren't always for profit-making businesses, but can apply to casual, donation-based events too.
