How does hosting work?

Traditionally, the country whose act wins Eurovision earns the right to host the following year's contest. This is a huge honour and a boost for tourism and national pride. However, as the new rules show, this isn't an absolute right, and practical considerations like security can lead to an alternative host being chosen.
