Can a judge force action?

Yes, a judge can force action, or stop it, through an injunction. In the Evri case, if the BBC had been ordered to remove the Panorama episode, that would have been a mandatory injunction. The current note on iPlayer is a less drastic measure, agreed by the BBC.
