England has received roughly three per cent of its normal July rainfall, and Thames Water's hosepipe ban from Thursday will push more than 20 million people under restrictions. With 87 per cent of river catchments below normal and weekend rain expected to fade before reaching the driest regions, the question is: if the pattern holds, large parts of England edge from dry spell into drought.
