The American government sent a formal message to Kyiv regarding an autumn attack on a Black Sea terminal. Ambassador Olha Stefanishyna revealed the warning followed November drone strikes on a facility in Novorossiysk. Officials in Washington feared the mission would hurt business investments for energy companies like Chevron. This diplomatic notice arrived while Russian missiles were hitting civilian areas across the country during the cold winter.
