Seven councils threaten legal action against Angela Rayner over plans to scrap them
The Housing Secretary wants to replace historic two-tier local authorities with single councils that handle all services for an area. Leaders in Essex, Norfolk, Suffolk and Hampshire plan to launch judicial reviews, while Devon, Lincolnshire and Nottinghamshire might follow suit. Julian Brazil, the Liberal Democrat head of Devon council, accused her department of tweaking the new boundaries to favour Labour.
