Richest fifth of households to get £350m of Labour's energy payments

The Resolution Foundation found 3.5 million households in the top fifth of earners will get the £100 payment. The payment is allocated to all residences in council tax bands A to D, which continue to be assessed using 1991 property valuations. Government sources say that was the quickest route, and officials estimate it reaches 88% of low-income households.
