Rayner defends pause on England council boundary overhaul

Angela Rayner has defended pausing plans to redraw local council boundaries in England, telling the BBC she wanted proposals to survive legal challenge and be clear-eyed about a shake-up in 16 areas. Earlier this week she withdrew reorganisation for Essex, Hampshire, Norfolk and Suffolk amid Reform and Conservative legal threats. She said Andy Burnham asked her to review blueprints announced by predecessor Steve Reed.
