US official presents Zelenskyy 28-point Ukraine peace plan.
While U.S. Army Secretary Dan Driscoll was visiting Kyiv, a separate 28-point peace proposal was reportedly discussed in Miami between U.S. special envoy Steve Witkoff and advisers to Ukrainian President Zelenskyy. The plan, reportedly formulated by the Trump administration with Russian participation, requires Ukraine to cede territory now held by Russia. According to reports, the plan would also require Ukraine to reduce its armed forces, and it includes provisions for the recognition of Russian control over Crimea. On November 19, 2025, Zelenskyy also met with Turkish President Erdogan in Ankara, as diplomatic efforts increase, sources indicate.
