Oracle's $15 billion AI data centre in Wisconsin hit a snag as the state's power regulator refused to waive credit collateral requirements. Oracle could be required to furnish guarantees exceeding $7 billion, incurring additional yearly expenses over $100 million. Oracle's credit rating was lowered by S&P to BBB-, just above junk status, due to doubts about AI investment profitability.
