Ukraine has opened criminal proceedings against the director of a Kryvyi Rih shopping centre where a Russian strike killed at least 16 people in recent days, officials said. More than 130 people were injured in the attack on President Zelensky's home city, which he called cynical and despicable. The case has stirred unease over how blame is assigned for civilian deaths in wartime.
