Killers and serious sex offenders detained in psychiatric hospitals will no longer receive benefits under rules being laid before Parliament on Tuesday. The government says closing the loophole will save tens of millions of pounds a year. Families of Barnaby Webber and Grace O'Malley-Kumar, killed by Valdo Calocane in Nottingham, had campaigned for the change. The rules are expected to take effect early next year.
