Czech President urges Ukraine peace talks before September elections.

Czech President Petr Pavel has warned that Ukraine must restart peace talks to avoid a major escalation from Russia. He believes a window for dialogue exists before Russia's September parliamentary elections, after which Putin may be more inclined to negotiate if Ukraine keeps hitting targets inside Russia. Three sources close to the Kremlin suggest Putin is currently rejecting peace proposals.
