Police guidance created 'two-tier' policing myth
The idea of 'two-tier policing' is now widespread after a murder and riots, even if a top officer doesn't think it's justified. Sir Stephen Watson, Greater Manchester's police chief, said 2025 anti-racism guidance made it seem police treat people differently by ethnicity. He is calling for an examination of the National Police Chiefs’ Council's directives, particularly following Henry Nowak's killing.
