Google explains how AI search impressions are counted

Google's John Mueller has clarified how impressions are counted in its new Search Console generative AI report, which is being tested in the UK. He said an impression is recorded only when a link to your site is actually shown to a user, or if they activate it. This helps explain why some sites see lower impression counts in the report than expected, as appearances not showing a link aren't counted.
