Fixing England's Roads Would Take 12 Years and £18.6bn

The Asphalt Industry Alliance's 2026 ALARM survey finds it would cost £18.62 billion and take 12 years to repair all local roads in England and Wales, an 11% rise on last year's estimate. Councils filled 1.9 million potholes in 2025, over 5,200 a day, yet still face an annual budget shortfall of £1.37 billion to meet basic maintenance targets.
