Andy Burnham's cost-of-living cuts will not apply to Northern Ireland

Prime Minister Andy Burnham is facing criticism after excluding Northern Ireland from his three new flagship cost-of-living measures. One measure is blocked by post-Brexit trading arrangements, with two others affected by devolution.
