Airlines and Heathrow clash over who should control expansion costs

Britain’s biggest airlines say Heathrow’s current rules let the airport pass rising expansion costs onto carriers and passengers with too little oversight. British Airways owner IAG and Virgin Atlantic want the Civil Aviation Authority, the aviation regulator, to change the system before the third runway goes ahead. Heathrow says reform should not delay investment or weaken plans to improve the airport.
