TfL hackers known to police for years

Authorities were aware of the two young men who disabled Transport for London's systems, as they possessed extensive cyber-crime backgrounds prior to 2024. Authorities tried to stop Owen Flowers and Thalha Jubair, but they continued offending, raising questions about current interventions. The National Crime Agency wants stronger legal powers, like Cyber Crime Risk Orders, to deal with high-risk offenders earlier.
