How did a tourist boat capsize off Vietnam?
In strong waves and wind, authorities say: a boat carrying 36 people capsized about 400 metres offshore near Vietnam's Phu Quoc island today, killing at least 15 Indian tourists. Twenty-one people were rescued and taken to hospital as the search continues. India's embassy has opened emergency control rooms in Hanoi and Ho Chi Minh City for families, and officials are investigating exactly what caused the vessel to overturn.
