Government Early Release Scheme Frees Nearly 40,000 Prisoners to Combat Overcrowding Crisis

To prevent the prison system's collapse, an emergency measure initiated in September 2024 has resulted in the early release of 38,042 inmates across England and Wales. The program reduces the required time served for eligible inmates from the standard 50 percent of their sentence to 40 percent. HMP Humber released the most prisoners with 1,126 releases. Recalls to prison have reached historically high levels with 11,041 offenders returning for breaching conditions.
