Why use a competition?

Governments often use competitions, sometimes called 'challenges', to spur innovation and find solutions quickly from a wide range of companies, not just traditional defence contractors. Offering prize money, as the Pentagon is doing here, encourages diverse ideas and can accelerate development, leading to more effective and sometimes cheaper technology than traditional procurement methods.
